WASPOLA Facility Launching Print E-mail

 Opening speech is by Mr. Dedi Supriadi Priatna, Deputy of Infrastructure for Bappenas. He addressed warm and great  appreciation to participants, particularly to AusAID and World Bank for coming to steering committee meeting and launching of WASPOLA Facility.  In his speech, he also states some points to the meeting, where said that WASPOLA Facility is a kind of project which focused on regulation and policy development/reform, so its outputs have to  adaptable and implementable at local level with innovation possibility.  WASPOLA Facility is expected to strengthen local government capacity in preparing feasibility study or some proposal that can be useful for local government to initiate a partnership with donor, private sector or others, like public private partnership, as an example. “ One thing, I really impressed in the process for AusAID that can make three or four contracts in Indii (one of Austalian funded program in Indonesia) within two months. This is very good and can be a good example to World Bank and the others. Because Indonesia really need the acceleration” said Dedi.


After that, Mr. Dedi sign the rest of 2 documents of a Memorandum Of Understanding (MOU) among Bappenas-AusAID-World Bank for WASPOLA Facility, and then gives the document one each to AusAID and WSP as representative of World Bank.  Mr. Benjamin Power, received MOU for AusAID and Mrs. Almud Weitz for World Bank/WSP. This giving is a symbol that the three parties are agreed that WASPOLA Facility is able to run.  As a symbol this collaboration, Mr. Dedi, Mr. Benjamin and Mrs Almud place their institution logo to the sticky cloth in the wall.

Mr. Benjamin Power-Counsellor Infrastructure, Rural Productivity and Economic Governance-AusAID, on his remarks gave a credit to all the people those who made effort in making Waspola Facility running, and said that Australian Government appreciates the policy reform in water and sanitation sector as done by Government of Indonesia,  through by WASPOLA and WSES National Working Group. “We make a progress by making this program a recipient executed system, which is quite risky but is hoped can make the ownership of GoI in the program” said Benjamin. He also informed that WASPOLA Facility is one of the GOA’s initiatives in watsan sector in Indonesia, the other is Indii. He hope that WASPOLA Facility and Indii can complement each other and can work together.

Inline with that, Mrs. Almud Weitz-Regional Team Leader of WSP-EAP, World Bank, on her remarks, also said that she real happy to have the WASPOLA Facility soft launching at this time, and thanks for everybody that worked very hard to make this happen.  She also stated her appreciation to AusAID (GOA) to make the funding available, and Bappenas to bring the watsan policy encouragement in Indonesia. She again remain that WASPOLA now is working as a facility, so its operationalization and implementation  will really depend on the proposal that come to the facility.  “We hope that we will receive the unique and creative proposal that can give us new things in this field” said Almud. At end of remarks, she emphasizes that WSP is always happy to collaborate with government and energize the  wider stakeholders to accelerate water and sanitation development in Indonesia in achieving national target and MDGs as well.

Mr. Budi Hidayat, Director of Housing and Settlement Bappenas, presented progress of WASPOLA Facility preparation. Beside to describe WASPOLA Facility components, he inform that Guideline and Project Operation Manual already drafted, Admin Agreement was signed on and Technical Team is still formatted, but not declared yet with Deputy Degree.

The Annual Strategic Plan (ASP) of WASPOLA Facility is presented by Mr. Oswar Mungkasa. He informs that there were some preparation meetings to formulate needed-document of WASPOLA Facility to make it ready to be utilized.  In its implementation WASPOLA Facility will be conveyed in 3 strategic areas: WSS Policy Reform and Development, Technical Support, and Knowledge and Information Management.

Upcoming agenda to be conducted after meeting are,
  • Finalization Grant Agreement (GA)  and facilitate frequenter meeting between World Bank and Ministry of Finance to discuss and sign GA.
  • Finalization of Project Operation Manual and financial procedure
  • National working group meeting to finalize and detail the Strategy and Proposal submission guideline.
  • Verification and clearance ASP by Steering Committee before signed.

Meeting is closed by Mr. Dedi Supriadi Priatna, and remain attendants to work together each other to success this program and make it more benefit to local government and community as well.  After closing delegation members held a small meeting to discuss some issue related on upcoming agenda in WASPOLA Facility and other projects.  Also present in this Launching are mr.Andre Dellimore, mrs.Cristiana Dewi, mr. Jim Coucouvinis from AusAID, and mr. Nugroho Tri Utomo, Maraita Lityasari from Bappenas, and also mr. Sofyan Iskandar, mr.Dormaringan Saragih, mr.Subari, mr.Huseyin and mr. Udi Maadi from WASPOLA Facility team. Including also Jenny Mamuaya, Sacha and Dini from secretariat.
