WSS Working Group District Kebumen Drafts STBM Roadmap for 2014 Print E-mail

Workshop is aimed to :

  • Enrich knowledge and information of the policy makers and other stakeholders on the national policy of WSS development to the policy maker and others stakeholders.
  • Increase understanding on sustainability aspect on WSS development and strategic planning.
  • Increase understanding  and awareness on Total Sanitation Program (Sanitasi Total Berbasis Masyarakat, STBM) and its implementing strategy.
  • Enhance skill of participant on the integrated action planning for STBM program  at District Kebumen.

Workshop was opened by Assistance of Head of District for Development Planning, Mr. Jatmiko, who emphasized that water supply and sanitation is critical point in Kebumen, and ask to participant to become an agent of change in their settlement area.
Before opening session, Mr. Frans Haida, from District Development and Planning Agency (Bappeda) reported to Mr. Jatmiko and to the audience as well, the objective and agenda of workshop. When reported it, Mr. Frans said that WSS development already submitted to FY 2010 planning budget-list. However he also said, indicator of WSS performance is not enough at inquiry of budget approval level, but also at sustainability of facility-built level and its outcome on changing behavior at community level..

Key resource persons for the meeting are came from National Planning Agency, Bappenas (mr. Oswar Mungkasa), Department of Health (mr. Zainal Nampira), and Bappeda, beside participant itself. Participants are from Pokja Kebumen, local parliament member, health agency, public works agency, community empowerment board, university, press, sub-district representative, villagers and water user organization. A group high school student from Kompak (one of student organization) also invited to the workshop to watch and give feedback for the process and material of workshop session.

On his presentation, Oswar Mungkasa presented the national policy of WSS development and what the upcoming government’s agenda for water and sanitation development as noted in the national mid term development planning (RPJMN, Rencana Pembangunan Jangka Menengah Nasional, 2010-2014). He also re-informed to Pokja Kebument about importance of WSS development implementation to increase health and social welfare, as well sustainability of development.
Mr. Zainal presented the strategy of STBM at national level and how to integrate into local STBM’s strategy. He informed that STBM is part of 100-program of MOH.

To continue STBM implementation, participant notes that there are three  aspects needed to make STBM achievable, such as: regulation and policy framework; institutional and capacity building and financial support. The three aspect is named as STBM Roadmap. During the workshop only 2 aspects are discussed, regulation framework and institutional, however the financial support aspect will be formatted after the two aspect are clarified at Pokja Kebumen meeting, that will held shortly after this workshop. The STBM Roadmap is designed for 5 years implementation, until 2014.

Roadmap of STBM is designed to attain the target :
Availability of water and sanitation facility for 85% open defecation free and  provision of 80% household water treatment at 2014.

 

The workshop is closed by Mrs. Tiffani from Commission D of local parliament. On her closing speech, she said that this workshop implementation is very tight to deadline budget approval, so there is no chance to submit into FY 2010 budget. “Tomorrow morning is budget approval, and this evening is last clarification and confirmation. But I commit to watch workshop output and propose it when budget adjustment process held in the third quarter next year” said Tiffani. She was very happy and appreciate with the process and asked to participant to remain her about workshop result when met in every time and every where. A commitment-board is signed by participant as marker and remainder of their commitment on workshop output and result.
